Message was read stating the Governor signed the following bill on                                                              
April 9 and transmitted the engrossed and enrolled copies to the                                                                
Lieutenant Governor's Office for permanent filing:                                                                              
                                                                                                                                
          SENATE BILL NO. 249 "An Act establishing the                                                                          
          Alaska capstone avionics revolving loan fund and                                                                      
          relating to the fund; and providing for an effective
